An explosive lawsuit claiming that Harvey Mayor Eric Kellogg and one of the city’s detectives, angry that their cocaine had been stolen, conspired to frame a south suburban man on a gun charge can move forward, a federal judge has ruled. Javon Patterson spent 2 1/2 years in prison on the gun charge before an appeals court overturned the conviction in 2008. The state later issued him a certificate of innocence.
